Requesting the Joint Committee on Government and Finance conduct
a study of the dormitory and meals plan options currently
available in institutions of higher education in West
Virginia.

Whereas, The requirements for dormitory residence in
institutions of higher education in this state vary considerably
from institution to institution; and

Whereas, The requirements for the purchase of meals from
dining halls and cafeterias in institutions of higher education
in this state vary considerably from institution to institution;
and

Whereas, The varying meal plan options, such as "full meal",
"no purchase" and "limited meal", available in institutions of higher education in this state vary considerably from institution
to institution; and

Whereas, The Legislature needs accurate information on the
issues relating to the governing board of a state institution of
higher education requiring a student to reside in a dormitory at
that institution if the student has completed thirty or more
credit hours of course work from any accredited college or
university; and,

Whereas, The Legislature needs accurate information on the
issues relating to prohibiting a governing board from requiring
dormitory students at institutions of higher education to
purchase cafeteria meal plans; and

Whereas, The Legislature needs accurate information on the
issues relating to requiring a governing board to provide meal
plan options at institution's cafeterias, therefore, be it


Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is hereby
requested to study the dormitory and meals plan options currently
available in institutions of higher education in West Virginia.;
and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2002, on its findings, conclusions and recommendations, together with
drafts of any legislation necessary to effectuate its
recommendations; and, be it

Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the Joint
Committee on Government and Finance.
